The largest annual conference on development of regional air transport in Russia and CIS will take place on October 16th-17th, 2013 in Moscow

The Third International Conference “Regional Aviation of Russia and CIS – 2013” will take place on October 16th-17th, 2013, in Moscow.

“Regional Aviation of Russia and CIS – 2013” is the largest professional industry event, during which the key issues of developing regional and commuter aviation are discussed on the level of state and business.

Also on October 18th an inaugural professional event “Developing Regional and Commuter Airports – 2013” will take place

The Conference will be attended by:

Vyacheslav Shtyrov - Deputy Chairman of the Council of the Federation of the Federal Assembly of the Russian Federation;

The event will also be attended by the heads of the constituent entities of the Russian Federation, heads of relevant regional ministries and agencies, heads of airlines, airports, manufacturers and suppliers of aircraft, aviation equipment, innovative solutions and aviation products, heads and experts of financial institutions.

The main directions of improving regulatory environment and industry development mechanisms will be discussed during the event.

During the plenary session and on the second day of the Conference, special attention will be paid to mechanisms of state support for regional air transport, purchasing regional aircraft and evaluating the efficiency of state measures for building regional route network in Russia.

The trends of developing regional air transport market and airport service throughout the country will be discussed as part of the Conference, all the main international and Russian projects of regional airplanes and helicopters will be presented.

As a tradition, the sessions, devoted to market development, are frequented by the heads of the largest trunk & regional airlines of Russia and CIS; best pactices are shared by such carriers as Aeroflot, UTair and UTair-Express, Yakutia Airlines, Polar Airlines and many others.

Heads of regions and regional ministries and agencies will speak on subsidy systems and regional aviation development programs. This year for the first time, the Minister of Transport of Krasnoyarsk Kray will speak on the issues of civil aviation development in this region as one of the leading regions in this field, where aviation is sometimes the only mode of all-season transport.

Representatives of regional civil aviation agencies of the CIS countries are also invited to speak at the Conference.

The Conference will address the issues of developing aircraft industry, “Development of Aircraft Industry (2013-2025)” state program, issues of regulations in aviation industry regarding regional airplanes and helicopters manufacturing, advanced developments and best practices of regional aircraft operations.

The Ministry of Industry and Trade of the Russian Federation, State Duma of the Russian Federation Committee on Industry, all the leading manufacturers of aircraft for regional and commuter aviation have all confirmed their participation.

One of the sessions of the conference is devoted to the issues of modern solutions for organizing aircraft leasing for regional and commuter air transport. Effective mechanisms of leasing aircraft for regional and commuter air transport, innovations in regulatory framework, infrastructure and leasing terms in Russia, practice of lease transactions with regional aircraft in Russia and the CIS will be presented during the session. The largest Russian leasing companies, such as State Transport Leasing Company (STLC/GTLK), VEB-leasing, Sberbank Leasing and others will take part in the session.

An exhibition of the leading developments and solutions for regional aviation will be open at the event.

Much attention will be paid to problems of developing regional airports.

Speeches by the heads of airports and airport complexes, management of the Federal Agency for State Border Infrastructure Development (Rosgranitsa), Federal Customs Service (FCS) and many other speakers are planned. Innovative solutions by the International Air Transport Association (IATA) regarding modern solutions for airports will be presented, including implementation of international initiatives for facilitation. Besides, one of the leading Russian IT companies will present solutions for implementation of the new IATA initiative regarding the facilitation of mutual settlements between airlines and airports

The Conference participants will be able to take part in a workshop and a master-class on developing regional air transport on October 18^th, 2013. During the workshop and the master-class the leading Russian and European experts will talk about professional solutions of route networks development for commuter, regional, interregional and trunk airlines. The workshop and master-class have been organized by the Center for Strategic Development in Civil Aviation (AVIACENTER) and its European partners.

The speeches by Valery Okulov, the Deputy Minister of Transport of the Russian Federation, and Alexander Neradko, the Head of the Federal Air Transportation Agency (Rosaviatsia) will include information on developing programs of state support of regional aviation, namely developing airport infrastructure, airport system as federal state-owned enterprises.

Special attention will be paid to cancelling airport operations certification.

For airports and airport groups CEOs, Investment Directors, airport CFOs, heads of banks, investment funds and other financial organizations, a separate professional event is planned, that will take place on the third day, October 18^th – a special conference “Regional and Commuter Airports Development – 2013”.

The event is devoted to issues of financing regional airports infrastructure, up-to-date mechanisms of attracting investments, professional development of public-private partnership projects, creating investment projects for airports, improving legislation in this field.

During this Conference, the leading international and Russian experts will conduct a workshop and master-classes on professional development of investment projects, present case studies of implemented projects and best practices in Russia and internationally.

The Event is designed for the heads and staff of the federal and regional executive authorities, heads and deputy heads of regional airlines, airports and other industry organizations, suppliers of regional aircraft, innovative solutions and aviation products, heads and experts of financial institutions.
